The Effect of Social Welfare Expenditures on the Regional Economic Growth: City and County Cases

Abstract
This paper investigates the effect of social welfare expenditures on the regional economic growth using panel data and adopting pooled OLS and panel GLS models for the sample of cities and counties from 2008 to 2011. The results of empirical analysis are as follows. Child care, family and women, Vulnerable social group support have positive effects on the regional economic growth. But, Basic living security, Labor have all negative effects. We then classify the effects of social welfare expenditures into cities and counties. In case of cities, expenditures on Vulnerable social group support, Child care, family and women have positive effects. However expenditures on Basic living security, Labor have all negative effects on the regional economic growth. In case of counties, expenditures on Child care, family and women, Vulnerable social group support, Labor expenditures have statistically significant positive effects on the regional economic growth. But, expenditures on both Basic living security and Senior citizens & juveniles have negative effects.
